SUBJECT: Surface Combatant 21 (SC-21) Acquisition Decision Memorandum (ADM)
On January 13, 1995, the Defense Acquisition Board (DAB) met to review the Navy request for DAB approval for SC-21 to enter Phase 0.
I approve Milestone 0 and designate the Navy as lead organization for a Phase 0 study effort. I approve the attached Cost and operational Effectiveness Analysis (COEA) guidance that defines a minimum set of alternative concepts to be examined. I also approve the attached exit criteria for Milestone I concerning the COEA analysis and enabling technologies.
The Chairman, Conventional Systems Committee, shall review the Phase 0 COEA, Part I, upon its completion. At that time, the committee shall recommend to me specific exit criteria related to technology maturity.
