INTRODUCTION:

The purpose of the Movement Reporting system is to collect, process and disseminate current locational information on U.S. Navy, Coast Guard and Military Sealift Command (MSC) ships to the administrative and operational chains of command on a "need to know basis."

I. Organization

A. Navy World Wide Military Command and Control System (WWMCCS) Data Control Center (NWDCC), Washington, D.C. is the controlling agency for the entire MOVREP system.

B. Movement Report centers (MRC) are responsible for assigned geographic areas:

1. MRC Norfolk - CINCLANTFLT HQ

2. MRC Pacific- CINCPACFLT HQ

3. MRC London - CINCUSNAVEUR HQ

4. MRC Halifax - CANLANT HQ

5. MRC Esquimalt - TF 38 HQ

6. MRC Ottawa - (info on all Canadian ships’ MOVREPs)

C. The MRCs are responsible for:

1. Coordinating the MOVREP system within their assigned geographical area.

2. Acting as the point of contact for all matters having to do with reporting of locations of US Naval Forces.

3. Providing information to various other commands.

4. Investigating the non-arrivals of ships (12 hrs).

5. Error correction.

II. Uses of MOVREP System Data

A. Providing accurate positional data on friendly forces to operational commanders.

B. Monitoring the safe and timely arrival of units and investigate non-arrivals.

C. Personnel/logistics routing and distribution.

D. Historical data for CNO analysis.

E. Providing accurate locations in the event of emergencies, such as Search and Rescue (SAR) and evacuations.

III. Communications Considerations

A. Operational message

B. Classification is dependent on circumstances.

1. Normally UNCLAS in peacetime

2. CONFIDENTIAL when:

a. Reporting movements which require diplomatic clearance prior to entering a foreign port.

b. Reporting movements of a task organization.

C. Precedence

1. Priority or above.

2. As necessary for delivery in accordance with the urgency of the contents.

3. Immediate for storm evasion.

D. MOVREP Addressees

1. Action (TO)

a. Applicable AIG depending on unit location.

b. All AIGs through which the unit will transit

c. Geographical AIGs found in Ref A, Fold Out 1.

2. Information (INFO)

a. TYCOM, OPCON and numbered fleet commander.

b. Units in company.

c. Rendezvous units.

d. OPAREA Coordinator.

e. ANMCC Ft Richie MD for:

(1) Nuclear capable ships.

(2) Flagships of numbered fleet commanders

(3) Ships as ALT HQ or command posts for Unified or Specified commanders

f. For Tail operations - Submarine commander and/or SUBOPAUTH

g. USDAO in non-U.S. ports.

IV. Types of MOVREPs

A. Departure Reports are submitted to describe the sail plan of a ship(s).

1. Required when:

a. Ships depart from one port and transit to another.

b. Ships depart from port for local operations.

c. Ships depart from a reference point or operations area which was the final destination in a previous departure report.

2. Departure reports should be submitted 48 to 24 hours prior to departure.

B. Arrival Reports confirm the actual arrival at a final destination.

1. Arrival reports are not required at rendezvous points or upon arriving within a MODLOC.

2. Arrival reports must be submitted immediately upon arrival with a priority precedence.

3. All ships must resubmit original arrival reports upon receipt of "arrival report not received" message.

C. Position reports are used to update a previous MOVREP by giving the present position and a new or revised sail plan for the rest of the movement. An update to an existing MOVREP is required when:

1. Changes occur in the composition of elements as reported in an original departure report.

2. There is a joining or division of units which was not indicated in a previous report.

3. There is a variation of more than four (4) hours between the estimated and actual times of departure.

4. There is a variation of four (4) hours (100NM for carrier operations) from the position of intended movement allowed on a DR track.

5. There is a variation of more than 100NM from a reference point of operations (MODLOC).

6. There is a variation of more than 4 hours in the estimated time of arrival (ETA).

7. A storm is being evaded, reports must be made at least once every 24 hours and when the storm evasion is completed.

8. There is a variation or addition to the weather routing for an optimum track ship routing (OTSR).

9. The first medical officer arrives aboard or the only medical officer departs the ship.

D. A Cancellation (CHG CNL) report is submitted to cancel a previous MOVREP, and is used only when a ship does not get underway on time.

V. Line Formats for filing the Movement Reports

A. Message Identification Line - identifies the Movement Report, the unit reporting and provides weather information requests (OTSR/WEAX/AVWX).

B. Organization Line - contains the names of units being reported.

C. Track Lines - describe the navigational details of the sail plan.

D. Miscellaneous Operational Details Lines - describe various operational details which complete the description of the sail plan.

E. Change Line - used to cancel movement reports.

 

VI. Instructions for preparing Movement Reports

A. Certain general instructions, which apply to the preparation of all lines, will aid in the preparation of each line in the MOVREP.

1. Organization identification. The reported name of a Navy ship consists of the last name, followed by any first and middle initials, without punctuation.

2. SSIC. The standard subject identification code N03123 identifies a message as a Movement Report.

3. Time. The message date-time group is the only reference that the Movement Report Centers (MRC) use to identify the MOVREP. All times in movement reports shall be in ZULU.

4. Check sum digit. The originator of a movement report will compute check sum digits for specified numerical data groups. The addressee of the report will use the check sum digit to correct transmission errors in the group. Check sum digit will be used for:

a. Date-time groups

b. Latitude and Longitude

c. Course and speed

d. Percent of main propulsion fuel onboard (in storm evasion reports)

5. Place names. Only the proper name of a port will be used. Place names will include country or state codes from the figures A-1 and A-2 in NWP 10-1-10. Abbreviations of place names are not to be used.

6. Line numbering. Each line in a report shall be given a sequential two-digit number. The number appears just before the double slash at the end of the line. The first line in the report is numbered 01//.

7. Ending the movement report. The end of the message must be indicated by writing END after the double slash at the bottom of the last line of the message.

8. ZYB. The operating signal ZYB will not be used on movement report messages. MOVREPs are operational messages and will be transmitted during minimize.

C. Preparation of the Message Identification Line

1. The MSGID Line must be used first in every movement report, since it contains information which identifies the movement reporter.

D. Preparation of the Participating Units Line

1. The ORG line provides the names of units for which a movement is being reported. Certain other supplementary data may also be reported by using this line.

2. The ORG line is not required in a movement report for a single ship proceeding independently.

3. The ORG line contains a unit designator:

a. SP - single ship

b. UT - towed craft

c. UG - special group embarked

4. The ORG line is also used to report the arrival or departure of Medical Officers (inport or underway) who will remain or depart for a period in excess of 24 hours.

E. Preparation of the Track Line

1. The track line describes the navigational details of a movement. All entries on the track line are track data. Use as many track lines as necessary to describe the movement from port to the next. Several intermediate (VIA) legs may be used, however, only one destination (ETA or MOD LOC) is allowed per ship sail plan.

2. When submitting intermediate legs, sufficient VIA points should be indicated to ensure that the track does not cross land.

3. A ship must give its present position and complete a new sail plan to its destination when:

a. Ship is off track and needs to correct its position.

b. SOA needs to be changed.

c. New route is required.

F. Preparation of Miscellaneous Details Line

1. Local Operations are limited to established fleet operating areas. If the area is a circle, it is not to exceed 100 NM from the latitude and longitude specified. An arrival report at MOD LOC is not required when entering the MOD LOC area.

2. MOD ROS for remain on station

a. For units assigned to and operating between specific ocean stations, between established patrol stations, and between barrier stations when on barrier patrol.

b. May be used as a VIA equivalent, in lieu of MOD LOC, by units conducting local operations and returning to the same port within 24 hours of departure.

3. MOD STM for storm evasion

a. Movement report is required at least every 24 hours. Report includes intended course and speed, percent of fuel onboard and the time of next report.

b. When storm evasion maneuvers are complete, a departure report from the termination point is required.

4. MOD TAS

a. MOD TAS replaces a VIA in a normal track line.

b. Report in MOVREP IAW Submarine Operating Authority (SUBOPAUTH) instruction. Authority to stream is not requested or granted via MOVREP. This is done SEPCOR to SUBOPAUTH.

c. Report originators will include fleet ASW force commander, submarine commander, and SUBOPAUTH as information (INFO) addressees on all messages containing a MOD TAS.

6. Detachments

a. If the Senior does not provide sail plan for detaching units, the Juniors are required to file departure reports to complete their sail plans.

8. Changing a previously submitted report

a. The change line is used only to cancel a previous Movement report.

b. If the ship has not gotten underway on a MOVREP that has been submitted and that move has been changed or cancelled, the ship must cancel (CHG CNL) the outdated MOVREP and, if applicable, submit a new sail plan. This can be done in one message.

VII. Environmental services

A. Route Weather Forecasts (WEAX) - If you request aviation weather forecasts (AVWX), you do not need to request WEAX since it is included in the AVWX.

B. Optimum Track Ship Routing (OTSR)

1. Advisory service. Provides time and fuel savings, minimizes risk from storm damage, high seas and ice.

a. 1500 miles

b. WEAX/AVWX not automatically provided

c. Message request 72 hours prior to departure

d. Inclusion of OTSR in MOVREP is not sufficient

2. OTSR Route Recommendations

a. Covers 36 hours prior to departure

b. Recommendations only

c. Safe navigation is CO responsibility

C. Fleet Operating Area Forecasts

1. Comparable to WEAX. Copy the appropriate AIG for your local oparea. Obviates need for WEAX in Vacapes, SOCAL, ETC.
