                          EXECUTIVE SUMMARY



1.  PURPOSE. The L-edition table of organization and equipment was
developed IAW the operational requirement for a rear operations
center.  Regulatory guidelines and HQDA imposed constraints have been
included.  TOE 52403C000 is not a new TOE and will update the
existing TOE 52403L000.  This TOE is a COMPO 2 and 3 organization.
As part of the development, this TOE has been created to reflect
approved regulations and the latest doctrine concerning how this
organization will operate.  OPFAC rules, and pertinent Standards of
Grade requirements have been incorporated to support the requirement
for this organization.

    e.  Major Changes. Due to application of full MARC, there
was a gain of one E4, 63B1O, Ltwh Veh Mech.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Plans, coordinates and directs the execution of rear
security, terrain management, movement control and area damage
control in support of corps operations through subordinate RAOCs.

    b.  At Level 1, this unit:

        (1)  Advises the Corps rear operations commander (DCG) on the
Corps rear operations situation.

        (2)  Monitors the Corps's close and deep operations and
adjacent unit rear operations.

        (3)  Completely and continually updates the IPB of the Corps
rear area.

        (4)  Gathers and disseminates threat information to include
the systematic watch from subordinate RAOCs and disseminates threat
informatiion to include THREATCON, early warning and NBC activity.

        (5)  Plans, coordinates and directs rear security operations
through subordinate RAOCs for level 1 responses, the MP Brigade for
level II responses, the designated Tactical Combat Force (TCF) for
level III responses.

        (6)  Manage the terrain allocated to the rear operations
commander by the G3, through subordinate RAOCs.

        (7)  Insures the synchronization of Corps rear sustainment
operations with the CSS Cell.

        (8)  Plans, coordinates and directs area damage control
operations.

        (9)  Directs, controls and assigns areas of operations to the
subordinate RAOCs.

    c.  This unit is dependent upon:

        (1)  Appropriate elements of the Corps for quarters and
rations, security, limited medical, maintenance and logistical
support.

        (2)  The appropriate elements of the Corps for finance,
legal, personnel and administrative services, common item of supply,
logistical and religious support.

    b.  Purpose and authority for the preparation and revisions of
Table(s) of Organization and Equipment (TOE).

        (1)  PURPOSE.  The C-edition table of organization and
equipment was developed IAW regulatory guidelines and HQDA imposed
constraints.  DTOE 52403C000 is a COMPO 2 and 3 organization.  This
TOE has been reviewed to insure that approved regulations, related
BOIP data  and the latest information concerning how this
organization operates are reflected.  Doctrine, OPFAC rules, MARC
and pertinent Standards of Grade requirements have been formulated
to support the requirement for this organization.

        (2)  This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.

        (3)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.

        (4)  The unit MARC Code is 32C.  This is a Combat Support
unit that operates in the corps area.  It is considered a one base
unit associated with the Corps rear operations cell and moves
frequently.

2.  EMPLOYMENT. The ROC provides the resources for the corps rear
command post operations cell which plans and coordinates corps rear
operations in peacetime and directs the execution of rear operations
during periods of conflict.  Coordinates directly with the corps main
command post, subordinate Rear Area Operations Centers (RAOC) and the
corps rear operations C2 facilities and monitors the status of rear
operations with subordinate division rear areas.

3.  METHODS OF OPERATIONS AND FUNCTIONS.

    a.  PARAGRAPH 01, Command Section.

        (1)  The Command Section performs the following functions:
coordinates rear security operations, completes and continually
updates Intelligence Preparation of the Battlefield (IPB) of the rear
area, coordinates the operation of the Tactical Combat Force (TFC),
integrates available host nation forces in the rear security plan,
synchronizes combat, CS and CSS in support of rear security
operations, in conjunction with the corps main command post, plans
and controls terrain management within the corps rear area and
positions units within the corps rear area.

information requirements (OIR) for the G2 to assist in gathering
intelligence for the rear battle, coordinates training of base
defense units with the appropriate unit or staff, coordinates with
the Corps G3 on all movement of bases or units into ROCs area of
responsibility, receives intelligence from the liaison teams and
reports it to the G2.  Receives analyzed intelligence and information
from the G2 and applies it to critical bases.

        (1)  The Area Damage Control Section performs the following
functions:  reviews, coordinates and comments on base ADC plans,
coordinates ADC plans with units (including the echelon engineer
officer or engineer brigade and staffs for ADC support.  Prioritizes
and makes recommendations on ADC support based on the needs of the
unit, records the location and capabilities of any and all assets
that may augment the ADC mission such as host nation support,
provides position location, extent of damage and NBC contamination to
the ROC for engineer and chemical assets, coordinates closely with
the operations section to develop alternative plans for incidents
where extensive damage cannot be resolved and bases must be moved or
reconstituted.
