           (1)  CONDUCTS SIGNALS INTELLIGENCE (SIGINT) OPERATIONS.

           (2)  PROVIDES SURGE OPERATIONS TO SUPPORT TIME-
   SENSITIVE INFORMATION REQUIREMENTS.

            (3)  SERVES AS HOST OF THE JOINT OPERATIONS
   CENTER, RESPONSIBLE FOR SECURITY, LOGISITICS, ELECTRONIC
   MAINTENANCE, COMMUNICATIONS, ADMINISTRATION AND STRATEGIC
   OPERATIONAL PLANNING.

       B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
   FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
   FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80%
   FOR LEVEL 3.

       C.  THIS UNIT IS NOT ADAPTABLE TO A TYPE B
   ORGANIZATION.

       D.  THE COLUMNS DESIGNATED BY LEVEL 1 THROUGH 3 ARE

    b.  Purpose and authority for the preparation and revisions of

        (1)  This TOE creates the A series modular TOE based on
VCSA guidance ( December, 1996) and Army concept changes.

        (2)  This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.

        (3)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.

        (4)  The unit MARC Code is 23B.  This is a combat support
unit that operates in the Army Land Component areas.

2.  EMPLOYMENT. The HHD will be forward deployed in the theater of
operations where it will provide command and control and staff and
functions as the in-theater liaison with the host nation.
