   1.  MISSION.  TO PROVIDE FIELD ARTILLERY ROCKET FIRES IN
   SUPPORT OF CORPS FORCES.

   2.  ASSIGNMENT.  TO A CORPS, NORMALLY FURTHER ATTACHED TO A
   FIELD ARTLLERY BRIGADE.

   3.  CAPABILITIES.  A.  AT LEVEL 1, THIS UNIT DELIVERS
   MEDIUM RANGE FIRES ON PLANNED TARGETS AND TARGETS OF
   OPPORTUNITY.

       B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
   FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
   FROM APPROXIMATELY 90% FOR LEVEL 2, TO APPROXIMATELY 80%
   FOR LEVEL 3.

       C.  THIS UNIT IS NOT ADAPTABLE TO TYPE B ORGANIZATION.

       D.  THE COLUMNS DESIGNATED BY LEVEL 1 THROUGH 3 ARE
   DESIGNED TO RELATE TO THE CATEGORIES ESTABLISHED IN AR
   220-1, UNIT STATUS REPORTING.

       E.  INDIVIDUALS OF THIS ORGANIZATION, EXCEPT MEDICAL
   PERSONNEL AND THE CHAPLAIN, CAN ASSIST IN COORDINATED
   DEFENSE OF THE UNIT'S AREA OR INSTALLATION.

       F.  THIS UNIT PERFORMS ORGANIZATIONAL MAINTENANCE ON
   ORGANIC EQUIPMENT.

       G.  THIS UNIT IS DEPENDENT UPON THE APPROPRIATE
   ELEMENTS OF THE CORPS FOR LEGAL, PERSONNEL AND
   ADMINISTRATIVE SUPPORT, MEDICAL RESUPPLY AND MAINTENANCE.

   4.  BASIS OF ALLOCATION.  AS REQUIRED, NORMALLY ONE PER
   CORPS ARTILLERY.

   5.  CATEGORY.  THIS UNIT IS DESIGNATED A CATEGORY  I UNIT.

                          EXECUTIVE SUMMARY


1.  PURPOSE. The attached draft TOE's are new TOE's that implement
the decision to reorganize the Corps Artillery Field Artillery
Battalion, Multiple Launch Rocket System (MLRS), 06465L000.  The "L"
edition is for battalion with a Headquarters, Headquarters and
Service Battery (HSB) and three MLRS firing batteries of 9 MLRS
lauchers each.  The new "A" edition TOE is for a battalion with a
HSB and three MLRS firing batteries of 6 MLRS launchers each.  The
new "A" edition will not replace the "L" edition, rather units will
be reorganized under the "A" edition on a schedule to be determined
by DA.  The TOE's were prepared in accordance with current TOE
development regulations and guidance.

    e.  Major Changes.

        (1)  The major change from the "L" edition is the reduction
of launchers from 27 per battalion (9 launchers per firing battery)
to 18 per battalion (6 launchers per firing battery).  An automation
management section was added to provide the capability of
installation, repair and management of the local area network (LAN).
An ammunition management section was added to provide for managing
the requisitioning, apportionment, storage and accountability of
MLRS munitions.  The battery supply and maintenance sections were
added to separate the battery logistical functions from the
battalion logistical funcitons.  The PADS survey parties of the
firing batteries were transferred to HSB (addition of 3 PADS
parties.)  In each firing battery, in addition to the transfer of
the PADS party, the firing platoons were reduced from 3 to 2, the
MLRS launchers were reduced from 9 to 6, the ammunition sections
were reduced from 3 to 2 and the ammunition platoon headquarters
was redesignated as the support platoon headquarters to provide
command, control and supervision for the battery logistical
functions.

        (2)  The current standards of grade (SG), manpower
requirements criteria (MARC) and basis of issue plans (BOIP) were
used in the documentation of these TOE's.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  The Field Artillery Battalion (MLRS) (TOE 06465A000) provides
Field Artillery rocket fires in support of corps forces.

    b.  The Headquarters, Headquarters and Service Battery (TOE
06466A000) provides command, control, and administrative supervision
and service support for organic and attached units; procures,
distributes, administers and coordinates supply transactions for all
classes of supply; and provides scheduled and backup maintenance for
the batteries.

    c.  The Field Artillery Battery (MLRS) (TOE 06467A000) destroys,
neutralizes or supresses the enemy by medium range rocket fire.

    d.  See TOE Section I's for a complete list of capabilities and
limitations of this organization and its subordinate units.

3.  ASSIGNMENT.

    a.  The Field Artillery Battalion (MLRS), TOE 06465A000, is
organic to a corps and normally attached to a Field Artillery
Brigade.

    b.  The Headquarters, Headquarters and Service Battery, TOE
06466A000, is organic to the Field Artillery Battalion (MLRS), TOE
06465A000.

    c.  The Field Artillery Battery (MLRS), TOE 06467A000, is organic
to the Field Artillery Battalion (MLRS), TOE 06465A000.

4.  PERSONNEL.

    a.  This is a new TOE with an URS that establishes the personnel
requirements.  For comparision purposes, this EXSUM compares the
personnel requirements of the new "A" edition (3x6) with those of the
"L" edition (2x9.)

    b.  MARC Deviations.  There are no MARC deviations in these TOE.

    d.  TOE 06465A000 has a net force impact of -1 officer
(06466A000 has a net force impact of +2 officers and 06467A000
(x3) has a net force impact of -3 officers.)  TOE 06465A000 has a
net force impact of -23 NCO's (06466A000 has a net force impact of
+13 NCO's and 06467A000 (x3) has a net force impact of -36 NCO's.)

    e.  All TOE document the minimum essential personnel requirements
for accomplishing the wartime mission.  The risk resulting from
decrements is that there will be a corresponding reduction of overall
efficiency which will impact on effectiveness.  Each command will
absorb decrements based on conditions existing at the time.

5.  EQUIPMENT.

    a.  Equipment reflected in this TOE represents the minimum
essential wartime requirements.

    b.  The MLRS is a new Field Artillery weapons system and does not
replace any existing systems.  Several equipment items that are
essential to MLRS operations and documented as base items are
considered mod items for other artillery TOE.  These include
automated fire control systems with associated communications
equipment, HEMTT vehicles required for ammunition resupply, HEMTT
vehicle recovery and refueling, and PADS survey equipment as the
conventional survey cannot support MLRS dispersion and mobility.
Other than those items essential to MLRS operations, all mod items
are documented in the mod path.

    c. The radios are documented inaccordance with the current
operations facility (OPFAC rules).

6.  COST.

    a.  Cost Analysis Summaries for each Objective TOE are provided
below.

    b.  Force structure information is for one battalion.

    c.  HQDA approved commodity consumption rates were used in the
development of these TOEs and are reflected in the  Cost Analysis
Summaries.

    d.  This is a new battalion TOE so no comparison of cost was
conducted.
