                          EXECUTIVE SUMMARY


1.  PURPOSE. The attached draft TOE are for the Multiple Launch
Rocket System (MLRS) Battalion that will be organic to the heavy
division artillery.  The TOE were developed at the direction of the
Chief of Staff of the Army.  The current heavy division artillery
organization provides a division artillery headquarters and
headquarters battery, a separate target acquisition battery, three
direct support field artillery battalions and a separate general
support MLRS battery of 9 MLRS launchers.  The fielding of the MLRS
battalion will increase the general support field artillery by an
additional MLRS battery of 9 launchers and provide a command and
control headquarters for the target acquisition battery.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  The Field Artillery Battalion (MLRS) (TOE 06395A000) provides
Field Artillery rocket fires in support of the division, target
acquisition by means of weapons location radar, and registration and
adjustment of friendly artillery fires using radar techniques.

    b.  The Headquarters, Headquarters and Service Battery (TOE
06396A000) provides command, control, and administrative supervision
and service support for organic and attached units; procures,
distributes, administers and coordinates supply transactions for all
classes of supply; and provides scheduled and backup maintenance for
the batteries.

    c.  The Field Artillery Battery (MLRS) (TOE 06397A000) destroys,
neutralizes or supresses the enemy by medium range rocket fire.

    d.  The Target Acquisition Battery (TOE 06399A000) provides
general target acquisition through its counter-battery and counter-
mortar radars and registration and adjustment of friendly field
artillery fires by radar techniques.

    e.  See TOE Section I's for a complete list of capabilities and
limitations of this organization and its subordinate units.

3.  ASSIGNMENT.

    a.  The Field Artillery Battalion (MLRS), TOE 06395A000, is
organic to the division artillery of the heavy division.

    b.  The Headquarters, Headquarters and Service Battery, TOE
06396A000, is organic to the Field Artillery Battalion (MLRS), TOE
06395A000.

    c.  The Field Artillery Battery (MLRS), TOE 06397A000, is organic
to the Field Artillery Battalion (MLRS), TOE 06395A000.

    d.  The Target Acquisitioin Battery, TOE 06399A000, is organic to
the Field Artillery Battalion (MLRS), TOE 06395A000.

4.  PERSONNEL.

    a.  This is a new TOE with a design strength of 397 personnel in
the objective TOE.  The personnel requirements are based on approved
doctrine, AR 570-2 and the standards of grade authorizations in AR
611-101, AR 611-112 and AR 611-201.

    b.  MARC Deviations.  There are 2 MARC deviations in the
battalion.  In the MLRS firing battery, TOE 06397A000, there is
insufficient MARC support for a power-generation mechanic in the base
TOE.  However, generators are essential for providing the power
necessary for the command and control of MLRS fires.  The tactical
disposition of the firing batteries and their wide dispersal
throughout the division area make it imperative that each battery has
its own generator mechanic.  One E4 52D1O power-generation mechanic
is documented in paragraph 02 of TOE 06397A000 as an exception to
MARC and is identified with the remark "62" in the TOE.  When
the M1068 Command and Control Vehicle (LIN C11158, BOIP B007AA) is
applied, there is sufficient MARC to support the 52D and the remark
"62"is removed.  Request that DA approve the documentation of the 52D
position in the base TOE under the provisions of AR 570-2, paragraph
7-14, note 4.

    c.  Detailed rationale for doctrinal personnel requirements is in
the accompanying TOE Analysis--Narrative Discussion.

    d.  The force impact of TOE 06396A000 is an increase of 15
officers, 1 warrant officer and 35 NCCO, of TOE 06397A000 is an
increase of 6 officers and 48 NCO per battery, and of 06399A000 is an
increase of 3 officers, 5 warrant officers and 26 NCO.  However;
since the battalion will replace the current target acquisition
battery (TOE 06303C000) and current MLRS firing battery (TOE
06398C000), the net force impact of the        battalion is an increa
21 officers and 81 NCO.

    e.  All TOE document the minimum essential personnel requirements
for accomplishing the wartime mission.  The risk resulting from
decrements is that there will be a corresponding reduction of overall
efficiency which will impact on effectiveness.  Each command will
absorb decrements based on conditions existing at the time.

5.  EQUIPMENT.

    a.  Equipment reflected in this TOE represents the minimum
essential wartime requirements.

    b.  The MLRS is a new Field Artillery weapons system and does not
replace any existing systems.  Several equipment items that are
essential to MLRS operations and documented as base items are
considered mod items for other artillery TOE.  These include
automated fire control systems with associated communications
equipment, HEMTT vehicles required for ammunition resupply, HEMTT
vehicle recovery and refueling, and PADS survey equipment as the
conventional survey cannot support MLRS dispersion and mobility.
Other than those items essential to MLRS operations, all mod items
are documented in the mod path.

    c.  The radios are documented in accordance with the current
operations facility (OPFAC rules).

6.  COST.

    a.  Cost Analysis Summaries for each Objective TOE are provided
below.

    b.  Force structure information for each TOE is based on current
M-Force and E-Date 961001.

    c.  HQDA approved commodity consumption rates were used in the
development of these TOEs and are reflected in the  Cost Analysis
Summaries.

    d.  This is a new battalion TOE so no comparision of costs was
conducted.

   1.  MISSION.  TO PROVIDE FIELD ARTILLERY MEDIUM RANGE
   ROCKET AND LONG RANGE MISSILE FIRES IN SUPPORT OF THE
   HEAVY DIVISION AND TO DETECT AND LOCATE ENEMY INDIRECT FIRE
   ELEMENTS WITHIN THE DIVISION'S AREA OF INTEREST.

   2.  ASSIGNMENT.  ORGANIC TO A HEAVY DIVISION.

   3.  CAPABILITIES.

       A.  AT LEVEL 1, THIS UNIT PROVIDES:

       1)  MEDIUM RANGE ROCKET AND LONG RANGE MISSILE FIRES ON
   PREPLANNED TARGETS AND TARGETS OF OPPORTUNITY THAT INCLUDE,
   BUT ARE NOT LIMITED TO, ENEMY ACQUISITION COMMAND AND
   CONTROL FACILITIES, LONG RANGE THEATER MISSILE SYSTEMS,
   SURFACE-TO-AIR MISSILE (SAM) SITES, LOGISTICS SUPPORT
   AREAS AND HEAVILY ARMORED MOBILE FORMATIONS IN SUPPORT OF
   ARMY DEPTH AND SIMULTANEOUS ATTACK DOCTRINE.

       2)  GENERAL TARGET ACQUISITION BY MEANS  OF WEAPONS
   LOCATING RADAR.

       3)  REGISTRATION AND ADJUSTMENT OF FRIENDLY ARTILLERY
   FIRE BY RADAR TECHNIQUES.

       4)  ORGANIC COMMUNICATIONS ASSETS AND SUPPORT
   PERSONNEL.

       5)  TRANSPORTATION (WITHIN THE DIVISION ZONE OF
   OPERATIONS), STORES AND LOADS ROCKETS AND MISSILES AND
   PERFORMS LIMITED INSPECTION OF MUNITIONS AND ASSOCIATED
   EQUIPMENT.

       6)  RELIGIOUS, LEGAL, COMBAT HEALTH SUPPORT, FINANCE,
   FOOD SERVICE SUPPORT, PERSONNEL AND ADMINISTRATIVE
   SERVICES, LOGISTIC SUPPORT AND UNIT MAINTENANCE FOR THE
   FIELD ARTILLERY MAINTENANCE SUPPORT TEAM (TOE 09528LW00).

       B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
   FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
   FROM APPROXIMATELY 90% FOR LEVEL 2, TO APPROXIMATELY 80%
   FOR LEVEL 3.

       C.  THIS UNIT IS NOT ADAPTABLE TO TYPE B ORGANIZATION.

       D.  THE COLUMNS DESIGNATED BY LEVEL 1 THROUGH 3 ARE
   DESIGNED TO RELATE TO THE CATEGORIES ESTABLISHED BY AR
   220-1, UNIT STATUS REPORTING.

       E.  INDIVIDUALS OF THIS ORGANIZATION, EXCEPT MEDICAL
   PERSONNEL AND THE CHAPLAIN, CAN ASSIST IN THE COORDINATED
   DEFENSE OF THE UNIT'S AREA OR INSTALLATION.

       F.  THIS UNIT PERFORMS QUALITY ASSURANCE OF UNIT
   MAINTENANCE.  ELEMENTS OF THIS UNIT PERFORM UNIT
   MAINTENANCE ON ORGANIC EQUIPMENT.

       G.  THIS UNIT IS DEPENDENT ON:

       1)  THE APPROPRIATE ELEMENTS OF THE CORPS OR
   DIVISION FOR RELIGIOUS, LEGAL, COMBAT HEALTH SUPPORT,
