   1.  MISSION.

       A.  TO INCREASE THE COMBAT EFFECTIVENESS OF THE CORPS BY
   ACCOMPLISHING MOBILITY, COUNTERMOBILITY, LIMITED SURVIVABILITY,
   AND GENERAL ENGINEERING TASKS.

       B.  TO REINFORCE THE HEAVY DIVISION, ENHANCED AND SEPARATE
   HEAVY BRIGADES, AND ARMORED CAVALRY REGIMENTS.

       C.  TO PERFORM COMBAT MISSIONS IN THE ROLE OF INFANTRY,
   WHEN REQUIRED.

       D.  PARTICIPATES IN JOINT MILITARY OPERATIONS.

   2.  ASSIGNMENT.  TO A CORPS NORMALLY ATTACHED TO AN ENGINEER BRIGADE OR
   ENGINEER GROUP.

   3.  CAPABILITIES.

       A.  AT LEVEL 1, THIS UNIT:

           (1) PROVIDES COMMAND AND CONTROL AND STAFF SUPERVISION
   FOR ASSIGNED AND ATTACHED UNITS.

           (2) PROVIDES ENGINEER SUPPORT IN THE CONSTRUCTION OF
   OBSTACLES AND DEFENSIVE POSITIONS.

           (3)   CONDUCTS LIMITED BREACHING OPERATIONS. THE ABSENCE
   OF THE COMBAT ENGINEER VEHICLE (CEV) PRESENTS A SIGNIFICANT
   REDUCTION IN THE ENGINEER COMMANDER'S ABILITY TO BREACH OBSTACLES
   WHEN SUPPORTING BREACHING OPERATIONS. AT A MINIMUM, A MANEUVER
   TASK FORCE WITH ONE ENGINEER COMPANY LOSES THE FULL ABILITY TO
   REDUCE TWO LANES MECHANICALLLY, AS OUTLINED IN FM 90-13-1,
   COMBINED ARMS BREACHING OPERATIONS.  THIS DEFICIENCY WILL BE
   CORRECTED ONCE THE GRIZZLY IS FIELDED.

           (4) PROVIDES ENGINEER SUPPORT FOR BRIDGE CONSTRUCTION
   AND ASSISTS IN THE CONSTRUCTION OF FLOATING BRIDGES.

           (5) PERFORMS LIMITED GENERAL ENGINEERING TASKS SUCH AS,
   CONSTRUCTION, REPAIR AND MAINTENANCE OR LANDING STRIPS, HELIPORTS,
   COMMAND POSTS, COMBAT TRAILS, DRAINAGE STRUCTURES, FORDS AND OTHER
   HORIZONTAL CONSTRUCTION TASKS WHEN AUGMENTED WITH A COMBAT SUPPORT
   EQUIPMENT COMPANY, TOE 05423L000.

           (6) PROVIDES TECHNICAL ADVICE, ASSISTANCE AND TRAINING
   IN MINE WARFARE, FIELD FORTIFICATION, CAMOUFLAGE, DEMOLITION AND
   ENGINEER RECONNAISSANCE TECHNIQUES.

            (7) PROVIDES ENGINEER INFORMATION, RECONNAISSANCE AND
   DEVELOPS ENGINEER INTELLIGENCE.

            (8) FIGHTS AS INFANTRY  IAW CHAPTER 6, FM 5-100,
   ENGINEER OPERATIONS, WHEN REQUIRED.

            (9) PROVIDES COMBAT ENGINEER SUPPORT FOR AN
   INDEPENDENT TASK FORCE OR A JOINT MILITARY OPERATION, WHEN
   REQUIRED.

            (10) PARTICIPATES IN REAR AREA PROTECTION (RAP)
   OPERATIONS WHEN REQUIRED.

            (11) PROVIDES UNIT LEVEL MEDICAL SUPPORT BY PROVIDING
   MEDICAL AIDMEN TO THE ENGINEER COMBAT PLATOONS.

            (12) WHEN ORGANIZED UNDER TOE 05435L300, THIS UNIT CAN
   EMPLACE AND MAINTAIN ASSAULT BRIDGES TO SPAN TWELVE 60-FOOT GAPS
   SIMULTANEOUSLY.

       B. THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE FOR REDUCED
   OPERATIONAL CAPABILITIES IN DECREMENTS OF 10% FROM APPROXIMATELY
   90% FOR LEVEL 2 TO APPROXIMATELY 80% FOR LEVEL 3.

       C. THIS UNIT IS NOT ADAPTABLE TO TYPE B ORGANIZATION.

       D. THE COLUMNS DESIGNED BY LEVEL 1 THROUGH 3 ARE DESIGNED TO
   RELATE TO THE CATEGORIES ESTABLISHED BY AR 220-1, UNIT STATION
   REPORTING.

       E. INDIVIDUALS OF THIS ORGANIZATION, EXCEPT THE CHAPLAIN AND
   MEDICAL PERSONAL, CAN ASSIST IN THE COORDINATED DEFENSE OF THE
   UNIT'S AREA OR INSTALLATION.

       F. UNIT MAINTENANCE:  PERFORMS UNIT MAINTENANCE ON ORGANIC
   EQUIPMENT.

       G. DEPENDENCIES: THIS UNIT IS DEPENDENT UPON:

           (1). APPROPRIATE ELEMENTS OF THE CORPS FOR, MAJOR HEALTH
   SERVICES, LEGAL, FINANCE, PERSONNEL AND ADMINISTRATIVE SERVICES.

           (2). ENGINEER MULTI-ROLE BRIDGE ROLE COMPANY
   (TOE 05473L000) FOR TACTICIAL BRIDGING EQUIPMENT.

           (3). ENGINEER COMBAT SUPPORT EQUIPMENT COMPANY
   (TOE 05423L0) FOR AUGMENTATION WITH CONSTRUCTION EQUIPMENT TO
   MOVE EARTH AND OTHER HORIZONTAL PROJECTS, SUCH AS ROADS AND
   AIRSTRIPS.

   4. BASIS OF ALLOCATION: TWO PER HEAVY  DIVISION.

                        EXECUTIVE SUMMARY

1.  PURPOSE. The attached documentation represents the changes that
have occurred as a result of the cyclic review of the L-edition TOE.
As part of the cyclic review process, the TOE has been updated to
reflect current doctrine and operational concepts, to apply current
OPFAC rules, to demodernize the base TOE and to include the latest
BOIP in the objective TOE.  This C-edition table was created as an
aid in reviewing all the changes that were made as a result of cyclic
review.

    e.  Major Changes. As part of the cyclic review process, this
DTOE has been updated to reflect current standards of grade (SG),
manpower requirements criteria (MARC), basis-of-issue plans (BOIP),
and doctrine.  No structural changes have been applied.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Provides command and control, staff planning,
supervision, unit level administration and medical aidmen, and an
engineer special staff section for the maneuver Brigades.

    b.  See TOE Section 1 for a complete list of capabilities and
limitations of this organization and it subordinate units.

3.  ASSIGNMENT.  TO A CORPS NORMALLY ATTACHED TO AN ENGINEER
BRIGADE OR ENGINEER GROUP.

4.  PERSONNEL.

    a.  Differences between design and documented OTOE requirements
where the design OTOE equals the unit strength CAP.

6.  COST.

    a.  Cost Analysis Summaries for each Objective TOE are provided
below.

    b.  Force structure information for each TOE is based on current
M-Force and E-Date 9904.

    c.  HQDA approved commodity consumption rates were used in the
development of these TOEs and are reflected in the  Cost Analysis
Summaries.

    d.  The difference in cost are primarily due to the increased
requirement for equipment.  A review of the MARC application also
reduced the number of personnel.
