                        EXECUTIVE SUMMARY

1.  PURPOSE.  This package summarizes the results of a cyclic review
for the Headquarters, Department of the Army (HQDA) approval of the
Aviation Restructure Initiative (ARI) Assault Battalion (UH-60)
A-edition table of organization and equipment (TOE).  The ARI
reorganizes all U.S. Army aviation units with the goal of reducing
the number of older aircraft from the fleet and document
unconstrained manpower requirements in all organizations.  This draft
TOE (DTOE) package includes an executive summary and narrative
discussions that outline operational function of each DTOE and
discusses personnel and major items of equipment.

    E.  Major Changes.  As part of the cyclic review process, these
DTOE reflect current standards of grade (SG), manpower criteria
(MARC), basis-of-issue plans (BOIPs), and doctrine.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Performs air assault and air movement operations.

    b.  Provides electronic countermeasures (ECH) aircraft and
personnel for conduct of CEWI missions, under operational control of
the Militry Intelligence Battalion (CEWI).

    c.  Performs aviation unit maintenance on assigned aircraft
to include avionics systems and performs unit-level maintenance
on organic equipment.

capabilities and limitations of these units.

3.  ASSIGNMENT.  Organic to the Aviation Brigade, TOE 01100A,
Infantry Division (Light).

allows a Company NBC NCO and driver for the commander in each
company.  These positions will not be used in all units due to
their small size.  Also, full MARC allowances for UH-60 Technical
Inspectors are considered excessive and are not used.

1.  MISSION.  TO PERFORM AIR ASSAULT; AIR MOVEMENT; COMBAT
ELECTRONIC WARFARE AND INTELLIGENCE (CEWI); AND COMMAND,
CONTROL, AND COMMUNICATIONS (C3) FLIGHTS FOR THE DIVISION.

2.  ASSIGNMENT.  ORGANIC TO THE DIVISION AVIATION BRIGADE, TOE
01100A, INFANTRY DIVISION (LIGHT).

3.  CAPABILITIES.

    A.  AT LEVEL 1, THIS UNIT PROVIDES:

        (1)  AIRLIFT FOR TWO INFANTRY RIFLE COMPANIES IN A
SINGLE LIFT WHEN AT LEAST 80 PERCENT OF THE ORGANIC ASSAULT
AIRCRAFT ARE AVAILABLE FOR FLIGHT.

        (2)  AIR MOVEMENT OF TROOPS, SUPPLIES, AND EQUIPMENT
WITHIN THE COMBAT ZONE.

        (3)  AIRCRAFT TO PERFORM FLIGHTS FOR COMMAND AND
CONTROL, STAFF TRANSPORT, LIAISON, AIR MESSENGER SERVICE, AND
RADIO RELAY SERVICE.

        (4)  AIRCRAFT FOR AERIAL RADIOLOGICAL SURVEYS, REAR
AREA RECONNAISSANCE/SURVEILLANCE, AND SEARCH AND RESCUE OF
DOWNED AIRCREWS.

        (5) ELECTRONIC COUNTERMEASURES (ECM) AIRCRAFT AND
PERSONNEL FOR CONDUCT OF CEWI MISSIONS, UNDER OPERATIONAL
CONTROL OF THE MILITARY INTELLIGENCE BATTALION (CEWI).

        (6) UH-60 AIRCRAFT FOR AUGMENTATIVE AEROMEDICAL
EVACUATION WHEN MEDICAL AIRCRAFT ARE INADEQUATE OR NOT READILY
AVAILABLE.

        (7) CONTINUOUS DAY AND NIGHT OPERATIONS DURING VISUAL
AND MARGINAL WEATHER CONDITIONS AND LIMITED OPERATIONS DURING
INSTRUMENT WEATHER CONDITIONS.

        (8) UNIT LEVEL PERSONNEL SERVICE SUPPORT, INCLUDING
PERSONNEL, ADMINISTRATIVE, LEGAL, HEALTH, AND RELIGIOUS
SERVICES FOR ALL UNITS ORGANIC OR ATTACHED TO THE ASSAULT
BATTALION.

        (9) UNIT LEVEL LOGISTICAL SUPPORT, INCLUDING SUPPLY
(EXCEPT CLASS III, CLASS V, AND AIRCRAFT CLASS IX), AUTOMOTIVE
AND COMMUNICATIONS MAINTENANCE AND FOOD SERVICE FOR ALL UNITS
ORGANIC OR ATTACHED TO THE ASSAULT BATTALION.

    B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80% FOR
LEVEL 3.

    C.  THIS UNIT IS NOT ADAPTABLE TO TYPE B ORGANIZATION.

    D.  THE COLUMNS DESIGNATED BY LEVELS 1 THROUGH 3 ARE
