  [Presenter Anna Titova] Minister of Internal Affairs Boris Gryzlov made a number of very important statements in Yaroslavl today. He said that Ministry of Internal Affairs administrations are soon to be set up in the federal districts.
  [Gryzlov, speaking to media] Administrations of the Ministry of Internal Affairs of Russia are to be set up in the federal districts by transforming the federal criminal police committees. There will be seven of these administrations. The heads of these administrations are to be appointed by presidential decree and will be the senior operational chiefs in the federal districts. I believe that I should have signed the orders necessary to implement these changes by the end of May.
