• Established by Presidential decree 4 May.
• The state commission, it "provides coordination between federal executive power bodies, executive power bodies of Russia's regions and local self-government bodies in implementing state policy in the sphere of chemical disarmament."
• Main Functions of the State Commission include:
•   - coordination between federal executive power bodies, executive power bodies of Russia's regions, and local self-government bodies involved in activities in the sphere of chemical disarmament by defining the necessary measures;
•   - the working out of proposals for the Russian president and government on implementing state policy in the sphere of chemical disarmament and on key avenues of activity designed to ensure the safe disposal of chemical weapons and to liquidate or convert the facilities producing it, and on international cooperation in this sphere".

• Intended to be "the main expert body of the state commission on chemical disarmament" (Agentstvo Voyennykh Novostey 13 Jul 01).

"The council functions under the under the presidium of Russian Academy of Sciences and Russian Ammunition Agency" (Agentstvo Voyennykh Novostey 13 Jul 01).
