1999 - Year of Generalised Popular Resistance

COMMUNIQUE NO. 20/CPM/99

 

The Generalised Popular Resistance continuing its defensive activities for the liberation of the land and the African people of Angola, is carrying out military operations throughout the Angolan national territory. It brings to the attention of the national and international communities the most relevant operations that took place between the 23rd and 28th May, 1999.

1. PROVINCE OF BENGO:

On the 23rd May, 5 MPLA trucks transporting troops and materials were attacked on the road between Dondo and Catete, 64 km east of Luanda. During the action 10 enemy soldiers lost their lives. The dead included captain Joao Francisco, the Company Commander of the 3rd battalion of the 23rd regiment; Fernando Victor, the Sergeant Major and Manuel Antoino, the 2nd Sergeant.

2. PROVINCE OF UIGE:

On the 26th of May a military garrison at Hinda's District, 22 km northeast of the city of Uige, was destroyed. During the action 8 enemy troops were confirmed dead.

3. PROVINCE OF HUAMBO:

On the 27th of May, the municipality of Kinjenje situated 87 km west of the city of Huambo, was liberated. 20 enemy troops were killed during the action. In the same operation the popular resistance forces destroyed 10 trucks transporting troops and materials, as well as 2x23m/m anti-aircraft cannons and captured large quantities of light arms, munitions and grenades of diverse calibers.

4. PROVINCE OF BIE:

On the 28th of May, the enemy garrison guarding the bridge over the River Kusseke, 41 km southeast of the municipality of Chitembo on the road Bie/Menongue, was destroyed and this resulted in the death of 11 of Eduardo dos Santos soldiers.

The Generalised Popular Resistance, the vanguard of the African people of Angola, will continue its noble mission of the total annihilation of Eduardo dos Santos' war machine.

José Eduardo dos Santos, in an attitude which reveals a true villain obsession for a "humanitarian catastrophe" in Angola, after he has plunged the nation into another factional war, is now looking for ways to generalise the phenomenon of "the displaced of war" in areas where no armed confrontations have taken place. This is the case of the provinces of Moxico and Kuando Kubango.

The leadership of UNITA has established and is surprised that the UN Security Council has let itself be manipulated by the fallacious propaganda of Eduardo dos Santos regime. The propaganda is echoed by some Portuguese tabloid press and NGO's "non governmental organisations" with neocolonialist tendencies, such as "the International Medical Aid".

1. It was José Eduardo dos Santos who, from December 1998, ordered the concentration of thousands of people into the cities of Huambo, Kuito/Bie and Malange. These are to be used as a human shield thus, transforming the dignified citizens of the nation workers into permanent beggars.

2. Eduardo dos Santos has now ordered his armed forces to make incursions deep into the provinces of Moxico and Kuando Kubango, where the peaceful citizens are captured by force of arms and taken to the municipality of Kuito Kuanavale, province of Kuando Kubango.

This is the way the concentration of "the displaced of war" is taking shape in that municipality of Kuando Kubango province. It is the result of capture of people from the communes of Lupiri, Tempue, Kamgombe and the surroundings of the municipality of Kamgamba. These people in their areas of origin would, at this time of the year, be harvesting their crops.

3. In the province of Huambo, on the 26th of May, Eduardo dos Santos sent his troops to burn down the Evangelical Centre, Ulola. During the process they kidnapped people, stole their possessions and killed 8 civilians (women and children).

4. The Standing Committee of the Political Commission of UNITA calls the attention of NGO's and the national and international communities to the following facts:

a) do not be deceived by sadists who in the name of humanitarian, look for macabre political dividends;

b) there are profound contradictions between the statistics from the Government and the NGO's about the displaced of war;

c) the effort of the international donors has been systematically misrepresented in its meaning. Approximately 60% of the humanitarian aid is diverted to Eduardo dos Santos armed forces and to the black market. This has been established by the world food programme "WFP" and broadly publicised in Malange;

d) contrary to what the MPLA wants to make the world believe, the population continue to live in the countryside including the areas under UNITA's jurisdiction.

5. The present humanitarian crisis in Angola will only come to an end when Eduardo dos Santos decides to stop the war he has started.
