- The Global Infectious Disease Threat and Its Implications for the United States NIE 99-17D, January 2000 -- This report represents an important initiative on the part of the Intelligence Community to consider the national security dimension of a nontraditional threat. It responds to a growing concern by senior US leaders about the implications--in terms of health, economics, and national security--of the growing global infectious disease threat.

environmental issues as we seek to understand and forecast
developments in the post-Cold War world and identify threats to our
national welfare.... I intend to make sure that Environmental
Intelligence remains in the mainstream of U.S. intelligence
activities. Even in times of declining budgets we will support
policymakers and the military as they address these important
environmental issues."
