Abstract: The bi-polar security policy of the Cold War has now evolved into a regional focus. However, traditional US thinking about regional security still focuses on "old-style" decision making and management practices. This "old-style" approach has been applied to the war on drugs. This paper focuses on a different approach using current capabilities to fight the war on drugs. Focusing directly on the cartels and their centers of gravity which are not currently targeted by the drug control strategy.
