OPENING

Dave Schreiner, Joint Interoperability Test Command (JITC), (TRW), called the meeting to order on behalf of the co-chairmen, Jose Gotay, National Imagery and Mapping Agency (NIMA) and Aleks Lazarevich, JITC. Chris Long, JITC, welcomed the attendees to Fort Huachuca on behalf of the JITC commander and wished them success in achieving their meeting objectives. Pat Jarvis, JITC, (TRW), was the meeting recorder.

CIGSS TEMP STAFFING

Kerry Clawson, JITC, (TRW), provided the status of the CIGSS Test and Evaluation Master Plan (TEMP) coordination. The following organizations have concurred and signed the TEMP:

MASTER TEST ACTIVITY SCHEDULE (MTAS)

Dennis Cook, JITC, (TRW), briefed the MTAS. Discussion centered on the requirement for follow-on Compliance Level (CL) testing/determination for future systems and component upgrades. It was agreed to build an updated draft MTAS data sheets and provide them to the working group for review/comments. Jack Cavalier, Army Space Program Office (ASPO), stated a need to add the Requirements Management System (RMS) to the MTAS matrix. JITC action item. Jack Cavalier also requested the MTAS list components (Imagery Exploitation Support System (IESS), Image Product Library (IPL), Dissemination Element (DE), Common Imagery Processor (CIP), Common Data Link (CDL), and RMS) separately with CL1 dates relative to their version releases. JITC action item. Mike Meenehan, ASPO, requested that the MTAS be restructured for clarity and provided detailed suggestions on an Action Item Form. JITC action item.

CIGSS COMPLIANCE REGISTER (CCR)

Kerry Clawson briefed the CCR. A matrix for each compliance level was briefed. This information will be included on the JITC web page. Each compliance level was briefed. The following results were agreed to:

Compliance Level 1:
Dave Schreiner suggested adding a Year 2000 (Y2K) compliance column on the CCR or a "remarks" column to include this type of information. A remarks column will be added. Change "common operating environment" column title to "operating environment". Change "developer" column to "developer(s)". Remainder of format was accepted.
Compliance level 2:
Change "component" column to "component integrated." Change "components tested" to "components tested against." Hyperlink degrees of compliance to a note to explain limited and full compliance on the JITC web page. Change "index" to "test report index number." Remainder of format was agreed upon.
Compliance level 3:
Change "index" to "test report index number." Add a note on the JITC web page to the index column that states "click on this window to see test report." Mike. Meenehan requested the removal of degree of compliance from the register. JITC action item. Remainder of format was accepted.
Compliance level 4:
Change "index" to "test report index number." Change "degree of compliance" to "elements that system is interoperable with." Remainder of format was accepted. JITC will staff all changes in format with the working group as an action item. Jack Cavalier requested the deletion of IESS as a required CIGSS component in the Enhanced Tactical Radar Correlator (ETRAC). Due to delays in the IESS schedule, coupled with ETRAC defielding plans and the IESS lacking tactical applications, this component was removed from the ETRAC configuration. The Army will incorporate IESS in both the Modernized Imagery Exploitation System (MIES) and the future Tactical Exploitation System (TES) system. JITC action item.

CIGSS COMPLIANCE MILESTONE

Dave Schreiner led the discussion on CIGSS compliance milestones. Task: forecast when the CIGSS community will be at CL4. This task lead to the following question: What documentation states that a specific element is required to be interoperable at the Joint level? (In Service Concept of Operations (CONOPS)? In the CIGSS Capstone Requirements Document (CRD)?) JITC will research the documentation and provide this information to the group before the next IPT. To facilitate the forecasting of CIGSS compliance levels, the services will provide JITC with a list of their system components and versions. Further discussion lead to how to capture the evaluation status for the various CIGSS elements. Tate Jones, Developmental Operational Test and Evaluation (DOT&E) (IDA), suggested a pyramid structure (by Service, compliance level, IL level for CL4, and possibly an overall pyramid) indicating the overall status of the elements/components involved in CIGSS. JITC will provide a forecast at the next CIGSS Working-Level Integrated Product Team (WIPT).

CIP INTEROPERABILITY TEST

Dennis Cook briefed the Jan 99 planned CIP/CIGSS Testbed Interoperability Test and the Softcopy Exploitation Management (SEM) Phase IV (Jun 99 timeframe) test that is currently scheduled for the CIGSS/Testbed.

National Training Center (NTC) 99-04 Rotation "Desert Lightening

Kerry Clawson briefed. LTC Turner, ASPO, said the CL determination of CIGSS elements should not occur until all components have achieved CL1. Dave Schreiner reaffirmed that JITC will capture results of Department of Defense Intelligence Information Systems (DODIIS) testing to determine CL1 compliance. The possibilities of limited CL1 testing were discussed. Baseline Semi-Automated IMINT Processor (SAIP) system for possible CIGSS integration. "Maximize opportunities of the NTC rotation." LTC Turner and Mike Meenehan stated they were not aware of CIGSS testing at NTC. Dave Schreiner said the NTC has been considered a target for CIGSS testing for several months, was included in the TEMP and that the Operational Test and Evaluation Command (OPTEC) has been involved in the coordination process with JITC and the Air Combat Command (ACC) since August. Tate Jones stated we should take advantage of all training opportunities.

Joint Service Imagery Processing System (JSIPS) BUG III /Deployable Transit Case System (DTS)

Mr. Kelly Mahoney, Electronics Systems Center (ESC), (SAIC) briefed. Test schedule and equipment information wasprovided in the briefing packet.

ETRAC CIP Integration Status

LTC Turner briefed. Live data link and Collection Management will be tested at NTC rotation. Defense Information Infrastructure (DII) Common Operating Environment (COE) version was discussed. Dave Schreiner expressed real appreciation for the scope of effort ASPO was making to embrace the CIGSS Critical Technical Parameters (CTPs) into their integration testing efforts. JITC requested supporting data from the testing be provided to support compliance determination.

JION T&E Update

Terry Wilson JITC (DST) briefed. DOD has a requirement for a comprehensive multi-INT capability. Draft JION CONOPS is due Jan 99 timeframe. A JION TEMP should be considered modeled after the CIGSS TEMP. The requirement process and supporting test approach outlined in the briefing appeared to be quite comprehensive.

Measurement and Signature Intelligence (MASINT) T&E Update

Ms. Suzanne Delongchamp, Central MASINT Organization (CMO), briefed the following MASINT systems: CHEMSONDE, Lightweight Standoff Chemical Agent Detector (LSCAD), Complex Analysis Support Environment (CASE) Executive, Advanced Synthetic Aperture Radar System (ASARS-2) Improvement Program (AIP), Advanced SAR Sensor on Global Hawk, Common Spectral MASINT Exploitation Capability (COSMEC), Coastal Battlefield Reconnaissance and Analysis (COBRA), and the Tactical Real-Time Image Processing Spectrograph (TRIPS). Testing of these systems will take place throughout 1999. Suzanne Delongchamp stated that the MASINT CONOPS would be published later this month. Dave Schreiner thanked CMO for the scope of the briefing and stated that it will help JITC determine how they can best assist CMO in developing a comprehensive test support proposal.

Y2K Discussion

Aleks Lazarevich (lead engineer for all Y2K testing at JITC) began the discussion on Y2K. JITC has developed test tools for UNIX and NT systems. Tools are free to government agencies. Embedded systems can be a problem, if not identified and evaluated. JITC uses DOD's checklist as a guide for testing. JITC will not certify Y2K but assists program managers and system proponents in risk level assessment against the Y2K problem. A change page to the CIGSS TEMP to reference Y2K for CIGSS will be developed. Dave Hardy, OSD/DTSE&E (TRW) will assist JITC in crafting this change page.

ACTION ITEMS

Dave Schreiner summarized the meeting action items:

1. A CL1 determination matrix needs to be developed for current components. JITC will scrub DODIIS test reports for CL determination of components integrated into the CIGSS elements. This will be a baseline for CL2 testing. JITC action item. Status: Open.

2. The CIGSS compliance register needs to be modified. IESS will be deleted as a required component from the ETRAC. JITC will take the lead on this action item. Status: Open.

3. Remove "degree of compliance" from the CL3 register. It is not applicable to use this definition in the TEMP for CL3. This issue should be revisited for all CL levels. JITC action item. Status: Open.

4. The MTAS format will be changed to list elements and components separately by compliance level. The MTAS will also include the various version numbers of each component. These format changes will provide clarity for the community. JITC action item. Status: Open.

5. RMS should be added to the MTAS. JITC action item. Status: Open.

6. JITC needs to be provided a list of current component versions per element. Program managers will provide this to the JITC. Status: Open.

7. A change page needs to be incorporated into the CIGSSTEMP to address Y2K issues. JITC action item. Status: Open.

8. The latest component delivery schedule will be provided to JITC. NIMA action item. Status: Open.

NEXT MEETING

Dave Schreiner proposed the next DCGS T&E IPT and CIGSS WIPT be scheduled for sometime in late February or early March 1999. The CMO was receptive as the possible host location.
