NSA's Compliance and Verification (CV) philosophy verifies interoperability of tactical SIGINT systems by working within the existing acquisition process; ensures successful, cost effective satisfaction of the requirements and adherence to guidelines and standards; assist PMs in achieving interoperability certification. A Deputy Secretary of Defense Memo dated Mar 95 that stated DIRNSA will manage all tactical SIGINT investment programs and ensure interoperability, connectivity, and modernization. Assistant Secretary of Defense (C3I) Memo dated Jan 96 that implements the Mar 95 DepSecDef Memo and established a senior review board to resolve outstanding issues. Defense Airborne Reconnaissance Steering Committee (memo) dated May 96 that outlined JASPO ensuring JASA compliance and NSA certifies systems as JASA compliant. The CV process establishes an Interoperability, Commonality, and Modernization (ICM) team for interoperability certification. The ICM team, with PMs and NSA as co-leads and users, develops a plan to achieve required certification. The ICM team uses base acquisition documents (MNS, CRD, and ORD) and testing documents (TEMP and OT results) for certification.
