In July 1994, BTG was awarded the Systems Acquisition Support Services ("SASS") contract to provide COTS software and related services to the defense intelligence community. The SASS contract was an IDIQ type contract with a total contract capacity of $195 million. The SASS Software contract was one of the first large government contracts to offer commercial off-the-shelf (COTS) software to the federal market. A complaint against the procuring agency, originally filed in October 1994 by an unsuccessful bidder, along with BTG's motion to dismiss the complaint, were subsequently resolved in the U.S. District Court for the District of Maryland. Pending resolution of this matter, BTG had been performing under this contract since the July 1994 award.
