CNO Project BEARTRAP

Special project systems within Fleet units under the operational control of Commander Patrol Wings Atlantic (COMPATWINGSLANT) and Commander Patrol Wings Pacific (COMPATWINGSPAC), and assigned as Project BEARTRAP assets, provide acoustic data collection and processing capabilities beyond those normally associated with the P-3C aircraft. The NAVAIRSYSCOM has designated NAVAIRWARCENACDIV as the lead laboratory for the development, installation, and test and evaluation of those special project systems. Additionally, NAVAIRWARCENACDIV is assigned as the cognizant field activity (CFA) for the maintenance and support of the special project equipment that make up the Project BEARTRAP avionics suite installed in fleet aircraft assigned as project assets.

The P-3 Special Missions platform is a multi-mission aircraft that includes an ASW component. Driven by concerns of obsolescence, supportability and performance, PMA290 initiated an effort with PMS428 and Lucent Technologies to replace the AN/AQA-7(V) signal processing system with an AN/UYS-2A based system. This effort began in November 1995 and is scheduled to complete in March 1997. This upgrade provides increased signal processing throughput and capability (P-3 Update 4 application software), reduces aircraft weight by 627 pounds, conforms to future architecture requirements, and maintains an Organization (O) to Depot (D) level maintenance concept. These objectives are met by:

The acoustics stations occupy two positions on the aircraft. The positions are POS 16 and POS 17. The AN/ARR-72 sonobouy receivers are at POS 16 in addition to the AN/AQA-7(V). POS 17 houses the Scientific Atlanta 5004-469 processor and the 1722A Fluke Instrument Controller. The functionality of POS 16 and POS 17 will be replaced by the AN/UYS-2A and the TAC-4 based system controller as specified in the "PMA-290 P-3 Requirements/Assumptions document Version 4.0" by Lucent Technologies. This document includes the operational software description.

On October 8, 1997, the Department of the Navy, Fleet and Industrial Supply Center (Navy) in Jacksonville, Florida, issued the subject solicitation for technical services in support of Project Beartrap, which involves antisubmarine warfare research and development and data collection. The Contracting Officer (CO) assigned to the procurement Standard Industrial Classification (SIC) code 8711, Engineering Services, with a corresponding average annual receipts size standard of $2.5 million. The CO also set the procurement totally aside for small business.

On October 27, 1997, the CO issued Amendment 1 to the solicitation. This Amendment made some technical amendments to the solicitation, including correction of typographical errors in the Statement of Work (SOW), and contained questions and answers concerning the solicitation. Among the questions were whether the solicitation correctly stated that the $2.5 million average annual receipts size standard applied to SIC code 8711; and whether the procurement was a small business set aside. The Amendment answered both questions affirmatively. 8711 is a confusing SIC code, and includes four different average annual receipts size standards.
