Organization of the Report

The Executive Summary of the Report is intended to be a "stand-alone" document that summarizes only the most critical of the Commission's findings and recommendations. Thus, the Executive Summary differs somewhat in organization and structure from the main body of the Report and does not contain all the Commission recommendations, which are listed separately in Appendix A. Detailed historical and special subject Appendixes are also included at the end of the Report.
