TEXT: IN A SPEECH TO THE UNITED NATIONS GENERAL ASSEMBLY, LIBYA'S U-N AMBASSADOR, ABUZED OMAR DORDA, ACCUSED THE SECURITY COUNCIL OF DECEPTION AND INSTITUTIONAL PIRACY WHEN IT APPROVED A RESOLUTION ON LIBYA EARLIER THIS YEAR. THAT RESOLUTION DEMANDS THAT LIBYA HAND OVER TO THE NETHERLANDS TWO MEN ACCUSED OF BOMBING A PAN AM AIRLINER OVER LOCKERBIE SCOTLAND IN 1988. TWO-HUNDRED-SEVENTY PEOPLE WERE KILLED IN THE EXPLOSION. THE RESOLUTION SAYS THE TWO MEN WOULD BE TRIED IN THE NETHERLANDS BY A SCOTTISH COURT. THE RESOLUTION WAS DESIGNED TO MEET LIBYA'S DEMAND THAT THE ALLEGED TERRORISTS BE TRIED IN A NEUTRAL, THIRD COUNTRY. MR. DORDA, SPEAKING THROUGH AN INTERPRETER, SAID HIS COUNTRY AGREES TO THE TRIAL IN PRINCIPLE. BUT HE SAID SEVERAL CONDITIONS ON THE TERMS OF THE TRIAL MUST BE MET BEFORE A FINAL AGREEMENT CAN BE REACHED. /// DORDA INTERPRETER ACT /// IN CONCLUSION I WOULD LIKE TO REAFFIRM THAT THE LIBYAN ARAB JAMAHIRIYA HAS ACCEPTED A TRIAL OF THE TWO SUSPECTS BEFORE A SCOTTISH COURT THAT WOULD SIT IN THE NETHERLANDS, BUT WILL NOT ACCEPT THE SETTING OF ANY CONDITIONS IN RELATION TO THE IMPLEMENTATION OF THAT PROPOSAL. /// END ACT /// THE LIBYAN AMBASSADOR SAID AGREEMENT SHOULD BE REACHED AHEAD OF TIME ON WHAT WITNESSES WILL BE CALLED IN THE TRIAL. HE SAID IT MUST BE SPECIFIED THAT THE SUSPECTS, IF CONVICTED, WILL SERVE THEIR SENTENCES IN THE NETHERLANDS OR LIBYA, NOT IN SCOTLAND. AND HE SAID LIBYA NEEDS TO RECEIVE GUARANTEES THAT THE TWO SUSPECTS WILL NOT BE EXTRADITED TO EITHER THE UNITED STATES OR BRITAIN FOR ANY REASON. HE CALLED ON U-N SECRETARY-GENERAL KOFI ANNAN TO HELP NEGOTIATE TERMS FOR AN AGREEMENT. THE SECURITY COUNCIL RESOLUTION SAYS SANCTIONS IMPOSED ON LIBYA IN 1992 WILL BE LIFTED IF IT HANDS OVER THE SUSPECTS FOR TRIAL IN THE NETHERLANDS.
