V-O-A'S MAX RUSTON REPORTS FROM THE UNITED NATIONS. TEXT: THE RESOLUTION PRESENTS LIBYA WITH TWO REQUIREMENTS THAT MUST BE MET BEFORE SANCTIONS, IMPOSED IN 1992, CAN BE LIFTED. LIBYA MUST HAND OVER TO THE NETHERLANDS TWO MEN TO BE TRIED FOR THE BOMBING OF A PAN AMERICAN AIRLINER OVER LOCKERBIE, SCOTLAND, IN 1988. LIBYA MUST ALSO SATISFY FRENCH AUTHORITIES CONCERNING THE BOMBING OF A FRENCH U-T-A AIRLINER OVER NIGER IN 1989. THE 15 MEMBERS OF THE SECURITY COUNCIL VOTED UNANIMOUSLY IN FAVOR OF THE RESOLUTION. LIBYAN LEADER MUAMMAR GADDAFI HAS INDICATED HE IS WILLING TO HAND THE ALLEGED TERRORISTS OVER TO THE NETHERLANDS BUT HAS NOT STATED CLEARLY IF HE WILL MEET THE FULL TERMS OF THE RESOLUTION. U-S AND BRITISH DIPLOMATS AT THE UNITED NATIONS SAY THE RESOLUTION IS BASED ON PROPOSALS MADE BY LIBYA, WHICH HAS SAID IT WILL ONLY HAVE THE TWO ALLEGED TERRORISTS TRIED IN A NEUTRAL COUNTRY. // REST OPTIONAL // THE SECURITY COUNCIL RESOLUTIONS CALLS FOR THE TWO LIBYAN MEN TO BE TRIED UNDER SCOTTISH LAW IN THE NETHERLANDS. THURSDAY, MR. GADDAFI -- IN AN INTERVIEW WITH C-N-N TELEVISION -- SAID HE IS SUSPICIOUS OF THE SECURITY COUNCIL'S PROPOSAL. HE SAID HE IS WORRIED IT CONTAINS HIDDEN CONDITIONS THAT WILL MAKE IT TOO DIFFICULT TO FULFILL. AFTER THE SECURITY COUNCIL VOTE, U-S OFFICIALS ALSO EXPRESSED CONCERN THAT LIBYA MIGHT NOT KEEP TO ITS AGREEMENTS. THEY SAID LIBYA SHOULD STOP MAKING CONDITIONAL AND EQUIVOCAL STATEMENTS AND SIMPLY DELIVER THE TWO ALLEGED TERRORISTS TO THE NETHERLANDS. THE RESOLUTION ASKS THE UNITED NATIONS SECRETARY-GENERAL TO ASSIST LIBYA IN TRANSFERRING THE TWO MEN TO THE NETHERLANDS. IT SAYS HE SHOULD ALSO NOMINATE INTERNATIONAL OBSERVERS TO ATTEND THEIR TRIAL. THE RESOLUTION WARNS THAT NEW PUNITIVE MEASURES COULD BE IMPOSED ON LIBYA IF IT DOES NOT COMPLY WITH THE TERMS OF THE RESOLUTION.
