UTILIZATION

Introduction

Utilization is the process to provide the right mix of intelligence specialties at the right skill/knowledge level to conduct intelligence and information operations. Part of this process must include mechanisms to determine individual desires and preferences and ensure each individual receives impartial consideration for all career opportunities. The overriding objective is to provide top notch, high quality, trained personnel to carry out the Air Force Intelligence mission. A balanced force mix with the proper ratios of officer to enlisted, military to civilian, and the right mix of technical specialists will provide greater flexibility to meet mission requirements.

AIR FORCE DISCIPLINES

The following section provides a brief description of the various disciplines that make up Air Force intelligence. Within each area of intelligence there are often several AFSCs and civilian occupational series that work in that particular field.

Imagery Intelligence (IMINT)

Imagery Intelligence is the discipline that deals with the exploitation, development, and dissemination of multi-sensor imagery products in support of warfighting operations and other Department of Defense (DoD) and non-DoD activities. An imagery analyst (IA) interprets, analyzes, collates, and evaluates imagery to determine the number, type, dimensions, location, and significance of subjects such as industrial installations, transportation, networks, military offensive and defensive systems, installations, and activities. IAs perform pre-strike analysis, including structural and functional analysis and bomb damage assessments (BDA). Information is derived from a variety of sources to include multi-sensor hardcopy, softcopy, digital, and Unmanned Aerospace Vehicles (UAV) imagery. Imagery personnel are well-versed in Collection Management theory, methods, and strategies and apply military and geopolitical theory and force employment doctrine to intelligence production efforts, information warfare, command and control warfare, and information operations. (AFSCs: Enlisted-- 1N1X1; Officer--14NXA; Civilian--Series 0132, 0134, and 08XXX)

Signals Intelligence (SIGINT)

Signals Intelligence is the discipline that provides electronic monitoring and analysis of the electromagnetic spectrum to include the following: development of signal patterns and characteristics; threat assessments; determination of command and control infrastructure; support to weapon systems acquisition; and support to service, regional, and national security postures. SIGINT professionals are able to deploy and integrate with any Air Force, joint, or coalition operations level and provide information necessary for information warfare, weapons targeting, electronic combat and countermeasure development, air tactics development, battle damage assessment and order of battle. (AFSCs: Enlisted--1N2XX, 1N3XXX, 1N4XX, 1N5XX, 1N6XX; Officer--14NXA; Civilian--Series 0132)

Human Intelligence (HUMINT)

Human Intelligence is a small but vital segment of the intelligence career field. HUMINT is a Special Duty Assignment and personnel enter this discipline after a thorough screening process, described in AFI 36-2611. Personnel are managed by and assigned to the DIA Defense HUMINT Service. The HUMINT career field is currently transitioning to be included in the IMA program. HUMINT personnel collect information from human sources and provide raw intelligence data vital to the warfighter, commander, and policy-maker. Personnel assigned to HUMINT interpret, translate, collect and disseminate information derived from the appropriate use of debriefing, interrogation, and other techniques. Some positions require foreign language capabilities. (AFSCs: Enlisted--8D000, 1N0XX, 9S100, 9S200; Officer--14NXA, 14NXB; Civilian--Series 0132)

Intelligence Applications

Intelligence applications is the discipline in which all sources of intelligence are analyzed and fused. Professionals in this field formulate threat assessments and provide training, briefings, etc., to enhance the situational awareness of decision-makers, planners, and aircrews. Intelligence applications are an integral part of military and information operations to include: targeting; target materials; analysis; weaponeering; mission planning; force application; combat assessment (which includes bomb damage assessment); countermeasures; Command, Control Warfare (C2W); and electronic combat support.
Targeting is one of many Intelligence applications. As such, it is a systematic approach to the orderly and reasoned employment of military force. It integrates threat analyses, target systems, target characteristics, operational objectives, doctrine, friendly force posture and capabilities, weapons effects, and rules of engagement. Targeting matches objectives and guidance with inputs from intelligence and operations to form a basis for developing courses of action. Targeting includes all lethal and non-lethal applications of force. (Refer to AFI 14-207, Air Force Targeting; AFPD 14-2, Intelligence Collection, Production and Application; AFP 14-209, An Introduction to Air Force Targeting.)

Mapping, Charting and Geodesy (MC&G) provides global geospatial mapping information to support policymakers, combat plans and combat operations. Personnel in this field conduct mapping, charting and geodetic activities to support MC&G product development and production.

AFSCs: Enlisted--1N0X1; Officer--14NXB, 14NXC; Civilian--Series 0132, 1370, 08XXX)

Measurement and Signature Intelligence (MASINT)

MASINT is technically-derived intelligence data other than IMINT and SIGINT. The data results in intelligence that locates, identifies, or describes distinctive target characteristics. MASINT provides the counter/nonproliferation and arms control communities with key data used to assess the status of foreign weapons of mass destruction (WMD) programs and their ability to deliver WMD. MASINT also provides the warfighter with unique capabilities for intelligence preparation of the battlespace.
MASINT analysts collect, analyze, and report information from fixed and mobile systems which collect signals from geophysical phenomena including seismic, hydroacoustic, electro-optical, radio-frequency, infra-red, and other radiating sources. They also collect, analyze, and report information from fixed, deployable, and airborne systems which collect nuclear particulate and gaseous effluents and chemical and biological materials. They support the intelligence community through their involvement in nuclear treaty monitoring. (AFSCs: Enlisted--9S100, 9S200; Officer--63AX, 62EX, 61SX, 13XX; Civilian--Series 0132, 13XX, 08XX)
