Minh Tompkins, the winner in the GS-9 through GS-12 category, is Chief of Contracting for Detachment 41 at McClellan Air Force Base, Calif. She is responsible for developing and implementing cost effective and timely procurement methods in sup-port of laboratory and logistics func-tions serving the U. S. Atomic Energy Detection System. Tompkins managed contracts worth over $5 million and reduced procurement lead-time by more than half. "We've taken a big step by imple-menting the Federal Acquisition Re-quirements Act," said Tompkins. "In the past, procurement customers were frustrated by delays. The FARA opens the way for us to achieve cus-tomer satisfaction." She streamlined the procurement process by convincing the host base to give her all contracting authority for the detachment. "It made sense," she said. "I see our people's needs everyday, from the newest airman to the com-mander." In her spare time, Tompkins teaches English to Chinese, Vietnam-ese and Laotian immigrants. Euginia A. Bailey, the winner in the GS-13 and GS-14 category, is the Cryptologic Database Program Man-

ager at the Air Force Cryptologic Of-fice at Fort George Meade, Md. She analyzes complex digital computer systems and develops advanced con-cepts, policies and techniques to inte-grate intelligence mission technical data. In 1997, she secured AIA's in-volvement in the Department of De-fense and intelligence community's data administration efforts. "I wanted to bridge the gap be-tween the efforts of the National Se-curity Agency, the Air Force Com-munications Agency and the agen-cies represented by the Intelligence Community Data Administration Pro-gram," said Bailey. Bailey also worked to plan and execute "NSA Future Day," an elec-tronic "town meeting" that allowed 6,000 people from the Signals Intelli-gence and Information Systems Secu-rity communities worldwide to share ideas, concerns and solutions. She is also active in her church and volunteers with a program aimed at helping high school students pre-pare for the future. The program exposes students to career opportu-nities, work ethics, resume writing and college programs. "If those of us in the workplace don't take the time to share the reali-ties of work with young people, many won't survive in this environment of shrinking budgets and tough compe-tition," said Bailey.

Tployees with the Gordon W. Sommers Award in a ceremony at Kelly Air Force Base recently. The award recognizes civilians for accomplishments that contribute to the effectiveness of the command. It is named for Gordon W. Sommers, the former Assistant to the Com-mander of the Electronic Security Command, who served for 40 years with AIA's predecessor units. Dorenda L. Guillory, the award winner in the GS-1 through GS-8 cat-egory, is the Executive Secretary to the Technical Director of the Air Force Information Warfare Center. In ad-dition to her secretarial tasks, she is also the center's civilian personnel manager. Guillory took on this job when the dedicated civilian personnel liai-son position was deleted. She is re-sponsible for tracking all civilian per-sonnel actions and answering ques-tions on pay, awards, appraisals and job classification. "There is no job too large or too small that she won't take on if it's for the benefit of the center," said Larry D. Merritt, AFIWC's Technical Direc-tor.

The program, developed by Sprint PCS, salutes the unsung heroes of community ser-vice in Texas where Sprint currently has wireless service. Ledet is a United Way participant, vice president for the 90th Information Opera-tions Squadron's social club, as well as his intense involvement with the Kelly Chapel.

Federal Employees of the Year chosen

Senior Airman Linda Lorimer, 27th Intelligence Squadron, submitted the first "IDEA" for Langley Air Force Base, Va., under the Air Force's new Innovative Development through Employee Awareness Program that began Oct. 1. IDEA replaced the Air Force Suggestion Program at the request of former Air Force Chief of Staff, Gen. Ronald Fogleman. The IDEA program is de-signed to improve and shorten the submission, evaluation and recognition cycle.

Mr. Alfred Ramirez, an electronics engineer with the Air Force Information Warfare Center represented AIA when he was announced the winner of the 1997 Federal Employee of the Year Award. Ramirez, placing first in Category I -Supervisory, distinguished himself by guiding the Air Force's most successful and vital information protection activity. He pioneered the information protection tools and processes which are now being adopted by other information protection activities within the federal government. His foresight and remarkable leadership established the Air Force as the undisputed leader in protect-ing its forces against information warfare operations. Runners up were Jane Capp, Category II: Professional/ Scientific; Staff Sgt. Deirdre Arnold, Category III: Specialist; and Sylvia Prado, Category IV: Secretarial/ Clerical.
